How is a leak credit calculated?

Though the policy outlines how a leak credit is calculated, the following is a simplified explanation of the process.  The District can only waive overhead costs on leak credits, as we still are required to pay our wholesale provider for the water that was lost during the leak.  Unfortunately, our wholesale provider (the San Diego County Water Authority) comprises the majority of the costs charged to customers as their rates are rising significantly faster than our own costs.  This means that the leak credit we can provide is being reduced each year as their costs increase, and our own cost recovery in each unit goes down (as a percentage).  This can lead to customer surprise when their credit is not as large as they anticipated.
