2025 Strategic Business Plan

In July 2025, the District adopted an update to the comprehensive 10-year Strategic Business Plan (SBP) developed in 2021. The  SBP developed the District's Vision, Values and strategic goals and objectives to provide guidelines for the Board and staff to develop achievable goals.  The 2025 update clarified the most important items to the District to focus on since the SBP's original adoption.  These include:

-Ensure Reliable, Safe, and Affordable Water Supplies for Customers

-Maintain a Strong Workforce to Support Strategic Goals

-Ensure the District’s Financial Health

Significant and Notable Changes Expected from the Plan’s Implementation

• Local Water Supply Certainty. The Plan will bring long-term clarity and affordability to the District’s use of Lake Hodges and other local water sources.

• Improved Imported Water Cost Management. By actively engaging as a collaborative leader with the District’s partners in the SDCWA, we will control the rising cost of imported water.

• Workforce Recruitment and Retention. Clear strategies will resolve current challenges in hiring, development, and retention of a high-performing, innovative staff.

 

The SBP update also included revisions to the objectives to accomplish the unchanged goals based on updates since the 2021 adoption.  The SBP will continually be updated and revised, and Staff are in the process of completing an action plan to accomplish all these objectives, which  will be published here when completed.  Community feedback is always welcome.
